Which tool or technique is often used to construct a WBS?

Decomposition is often used to create a work breakdown structure (WBS). Decomposition involves dividing project deliverables into smaller, more manageable components until the work and deliverables are defined to the work package level. In the PMBOK 3rd Edition, WBS templates were also listed as a tool/technique for the Create WBS process. However, they were removed in the 4th Edition. Work breakdown structures used in previous similar projects are often used as templates to facilitate creation of a WBS. Using WBS templates typically reduces the effort necessary to create a WBS for the project. If you take over a project that does not have a WBS, you should take the time to create one with the help of the project team. Decomposition requires a degree of expert judgment and also requires close analysis of the project scope statement. Decomposition subdivides the major deliverables into smaller components until the work package level is reached.

Inspection is not used to create a WBS. Inspection involves reviewing or auditing work. Inspection is used during the Verify Scope and the Perform Quality Control processes.

Flowcharting is not used to create a WBS. Flowcharting involves creating a diagram to show how parts of a system work together. Flowcharting is used during Plan Quality to identify where quality problems might occur, and during Perform Quality Control to analyze how specific problems occurred.

Variance analysis is not used to create a WBS. Variance analysis involves comparing planned results on a project with the actual results. Performing variance analysis typically occurs during the Control Scope, Control Schedule, and Control Cost processes.

If you have a project that is similar to a previous project, it is possible to use the previous project's WBS as a template.
